Topic: Power Through Influence:  Machiavellian or Human?

Recognized in many current theories of influence, discussed by psychologist Robert Cialdini, and articulated by authors Allan Cohen and David Bradford in their book Influence Without Authority is the concept of reciprocity.

This one-hour facilitated teleconference discussion will address the following questions:

  • Can reciprocity give you influence without authority?
  • If you use reciprocity, are you being calculating or simply using the human art of give and take?
  • What do you have to give?
  • How do you/might you use the Cohen-Bradford IWA model to increase your ability to influence?

Presenter: Hilarie Gaylin, Senior Instructional Designer/Trainer, U.S. Senate Office of Education and Training 

Hilarie Gaylin is a senior instructional designer and trainer with the Senate Office of Education and Training.  Her many years of experience include teaching and instructional design of programs in team building, communication, business writing and grammar, management and supervision, mentoring, on-the-job training, career building, and train-the-trainer.  As well, she has facilitated office discussions, designed exercises, tailored games, and planned meetings and retreats – all in service of building relationships, encouraging discoveries, developing leaders, stimulating strategic planning, and growing people and the organizations for which they work. 

Before coming to the Office of Education and Training, as Training Specialist for the Capitol Visitor Center, Ms. Gaylin assisted in preparing its employees for its historic December 2008 opening and in building staff competencies, in addition to training Congressional staffers on giving tours. Previously, Ms. Gaylin spent ten years at the U.S. District Court, EDVA, Clerk’s Office, where she ran the education and training program and coordinated communication projects.  She also trained attorneys and their staff to use the Court’s new electronic case filing system and created accompanying online instructional tools and materials.  As well, Ms. Gaylin taught writing and grammar classes to federal court staff around the country.  Prior to working for the courts, Ms. Gaylin coordinated outreach for a public television project (Moyers on Addiction), and prior to that, she taught public high school English.  She earned a B.A. in English literature from Bryn Mawr College and an M.Ed. from the George Washington University.

SIG Description: The Government SIG hosts monthly conference calls to discuss topics or techniques relevant to the practice of OD in federal or local government.

Mission:   To share best OD practices, trends and policies in the government and publicsectors through monthly SIG meetings for both internal and external consultants.
